Do HID headlights exist for a '96 Neon and are they expensive?
Yes, they exist. The brightest lights are the 6000K series, next down is the factory type 4300K and then 7000K starts to go purple. I think your bulbs are 9004 so its all plug and play. I got some off Ebay and have been testing them for over a month, so far, so good. I have a few sets so I am selling them for around $160 ish plus shipping.
