I'm wondering why chrysler put the metal shield over the camshaft lobes on #1 cylinder?

Jeff, it is there on turbo models for a shield for the oil cap opening. This baffle changed locations on NA cars depending on where the oil cap was located.

Or that you may not have an actual turbo head.

I'm pretty sure my 85 turismo had it..along with most of the 23 L bodies I scraped..
