The lights and the pop up feature are two different issues in my experience. The pop up issue is most likely the headlight module in the middle of the dash. Mine had cold solder joints at the relays in it. I reflowed them, and all was well for the duration of the time I owned the car.
In regard to the actual lights not working, you need to check for power at the bulbs, and work back IMO.
I don't have a wiring diagram handy, but if the lights and and headlamp module both get power off of the same bus in the fuse block and the ignition switch partially fails, that could cause it too I suppose. I had an issue somewhat similar to that with my 90 Shadow when it was losing the ignition switch.

Could be a bad ground if you are getting power at the lights / motors. Not sure where they ground to.
