1991 Spirit R/T. Had the fun of driving in a constant down pour today and when I shut the wipers off they are pointing straight up on the windshield. Replaced the motor less then a year ago. Does it look like I have to do it again?

Usually a non parking wiper issue is related to the wiper motor not being grounded properly. Many people end up adding another ground to the assembly.

I had that problem too and removing the corrosion from the ground connection(one of the mounting bolts serves this purpose on my van) solved the issue. My wipers seemed faster after I did this also.
Another thought: I believe there's a switch in the wiper motor assembly that keeps the motor going until it reaches the correct position regardless of the interior wiper switch setting. Maybe the contacts are corroded. I've never tried to disassemble one so that's about as much as I can tell you about it.
The OE grounding goes through one of the mounting bolts via a thin tiny metal strip that fatigues/corrodes away. A short piece of 10 gauge wire resolves the problem.

Turns out the problem was in the motor. Installed a new one and all is well again.
