so what wheel is it actually setup for?

What would the drawback with using this on a smaller wheel
The exhaust will go around the smaller wheel and you will lose the majority of the pressure that would drive the compressor wheel. If you need a stage 1-3 or Dual Ball Bearing turbine housing we have them new in stock for around the same price.
