How can you tell if your waste gate is functioning properly? I have the motor pulled right now working on stuff and just checking everything before the motor goes back in.
The waste gate arm doesn't move out when I hook up a vacuum pump to it.

It moves out with pressure, not vacuum. It should HOLD a vacuum (and pressure within reason. dont blow straight 100psi shop air into it or it will pop). It should start moving out with about ~5psi pressure.

Vigo nailed it. I usually have a fitting off a regulator with a vacuum line going to the nipple on the WG. I start out at zero PSI and turn the reg up to about 20PSI slowly. You'll see the arm begin to move out of the can if it's good.
That makes complete sense and now that you said that and I think about it it makes no sense for vacuum to actuate it
