question on ppwer steeing pump banjo bolt!

the bolt there is rotating the hose also? Should the bolt rotate without turning the hose?

I have everything loose but that bolt. I'm hung up till I get an answer.

I have vice grips on the long part but it is hard to get leverage in the car.

The bolt should rotate independently to the hose.
