I MAY HAVE RESOLVED THIS ISSUE. As I was about to start taking the glove box apart, I had the passenger door open and I happened to notice that I could see the power antenna wires in the recently installed fender. I fished them out but I had this suspicion that they were WAY too close to each other. While keeping them separated I put a 20A fuse, dash came to life. Cranked and turned on the car, the radio time was not reset and dash stayed alive. I was unable to actually drive the car (I was on my lunch break at work) but I'm thinking those wires making contact with each other made everything else go crazy.
