should bounce up past .45v maybe like .6ish then back down under it like .3 or so back and forth. This gauge represents the 0-1v scale the O2 puts out. The middle is .5v and it should bouce like that while cruising down the road, slightly slower at idle. The voltage on the DBR2 should reflect a similar bounce.

Usually when I have an stock O2 (narrowband) that dies it gets 'stuck'. Sounds like a dead sensor.

You could give it a vacuum leak to see if it goes lean and spray the throttle body with carb or brake cleaner to see if it goes rich.

If your pig rich, usually the ox sensor is stuck lean. Sometimes a scanner will default to the .45 on the screen when they stick. Best way to check is to backprobe the signal at the sensor or use a bed of nails and use a multimeter or labscope to see what its really doing.
