1991 Dodge Daytona Shelby No Start, No Fuel Pump, No fuel at fuel rail...NONE

Hello everyone. Im new here and this is my first post. For starters...Im not a complete mechanical moron...just partly sometimes. I got a 1991 Daytona Shelby that has been sitting for God knows how long, the man said he started it every once in a while, whatever that means. I have another car, but its a crap DD honda accord so I want to fix this one to have something nice to cruise on the weekends. It turns over quite well and has spark to the plugs, but there is no hint of fuel at the rail. I have any and all tools needed to perform any repairs and tests necessary. Multimeters, noid lights, fuel pressure and compression gage and tons of hand tools. The pump makes no noise at all. I checked the ground circuit and had an Ohm reading, but I cant find what the spec is for that Ohm reading on ALLDATA. I also checked for voltage at the plug to the fuel pump. Im confused on this reading because when the key is flipped to the on position no voltage ever showed...like the pump didnt get power for the initial prime. When i actually turn the car over via the starter it gets 12, 11, 10 volts. Steadily decreased because I took multiple readings and killed my battery. Does anyone know how many Ohms the ground circuit should have, and what if any voltage should the pump be receiving with the key in the ON position? Fuel pump relay is brand new, it was only about 10 bucks. I have also heard of an Auto Shutdown Relay, not sure of its purpose or what happens when this fails. Any elaboration about funtion, location, and method of testing this component will definitely also be utilized. Thank you thank you for any help. All is appreciated, extremely ready to hear this beauty purr. See my profile for pics...she is immaculate.

Sounds like time to buy a new fuel pump. I love Deatschwerks. Super quiet and 3 years no fault warranty.

This pump is off a car that supposedly started once in a while too...

New pump, she fired right up. Injector was stuck momentarily causing it to skip, but after I got it unstuck she is idling smooth. Anyone know how much vacuum should be reading on the vac/boost gauge at idle around 800-900 rpms?
