On my Charger both sides blink when the hazards are on. The right side blinks with the turn signal stalk up. But stalk down, the turn signals on the left come on constant but don't blink.
How could they blink with the hazards but not for a signal indication?
Sounds like the resistance of the bulbs one side is slightly out compared to the other, this would be due to blown bulbs (check side markers too), using the wrong wattage bulbs, or slight corrosion of sockets or grounding issues.

Orrrrr... could be bad (higher resistance) contact in the switch on the column.

(Flasher units work thermally, so a certain amount of watts have to be pulled through them in order that they snap open, whereupon they cool and snap back again... if you have too high a resistance, drawing too few watts, they don't heat enough to snap off, or blink very slow, if you have too low a resistance they blink too quickly.)

Arn't the signals on different flasher relays? I can't remember...
check grounds or run your own wire to a good ground and use it to check

there is a 4way flash and a turn sig. flasher but if one side is flashing it still good.
