Probably get better response if you start a new thread with specific questions in the title, this one is pretty specialized, and therefore many may skip over it thinking they don't have anything to contribute, but may have the answers for the above questions...

Thank You Zin. Is there any way I can ASK Turbo Van Man 2 about the set screw set up in the retainer ?
Sure, just send him a "PM" personal message, click on his avatar and you'll get a drop down menu, choose "send private message" and ask away!
Simon is a very cordial guy, I'm sure he'll be happy to help, just don't expect an instant response, I suspect you haven't seen him reply here because he's been busy running his business.

Yeah, burning the candle at both ends,
Anyhow, for a stock application or even slighter higher power, I wouldn't worry too much about this but if you want to do it, you can use a dowel that works. I guess I dumbed out and didn't record what size dowel I used, but to guess, would figure something around the 1/8" in size. Set screw, I just used a size that wasn't too big, I have a set screw kit from Princess Auto.
Sorry I can't be of anymore help. The rubber o-ring is stock, I would assume that was Dodge's way to stop it from spinning.

Plain steel should be fine, it's not going to see the weather nor excessive heat.
Stainless is actually weaker than most steels, but has much better corrosion resistance, so in an application like a header bolt, or other exhaust uses, stainless is preferred as it tends to not "weld" itself together over time. One thing about Stainless though, you will want to use an anti-seize on it, as it tends to gall, and that can be worse than rusting!
