The digital speedo in my '86 New Yorker is 'floating' around, bouncing 20 mph up and down while making small speed adjustments on the highway. Is this a symptom of the cable needing grease? I'm new to the digital dash.

You need a new speed sensor.
It's not cable driven. You may have a flaky SDS, but it's more likely a very slight wiring issue IMO. The speedo should go dead when it totally loses the signal.

When my SDS in my old 87 LeBaron went bad the car would go nuts since it would report speeds over the cutout randomly and it would stall out hahahaha.
Yeah. It was an automatic with the LOG turbo engine.
I remember driving an '87 Caddy on a long trip through Montana. At one point, after climbing a hill, I got over 85mph on the down hill side, and the blasted thing startled the crap outta me will a loud "bong! bong! bong!" bell sounding, and a warning on the digital dash about "excessive speed".
