Looks like a T4 flange and is that oil at the turbine wheel?

yes there is oil there but it was stored with oil in the center housing and and sealed with aluminum tape (to keep dirt and what not out), so the oil is just seeping past the ring seal. you can see the alum tape in the pictures.

There is no tag on it and I'm not sure of the brand. I bought it new 5or6 years ago from a friend and I'm not sure where he got it, all I know it worked great for me, but I'm changing my setup and this cooler wont work for me anymore.
