Plain the swing valve surface ?

Got the new turbo and she is sweet, just wondering though ,should the surface on the swing valve be plained to match the new surface of the turbo?? dont want it to be leaking once it is on there.Oh and is there a specific Torque spec for those bolts ?

i think as long as its clean you should be good. im guessing, torque specs will be in the 25 lbft range, and i would locktite them badboys with red.
