Sorry for delay, was busy with lab reports!
It's a Pierburg adjustable blow off valve, made in Germany, off an early 90's turbo Volvo. Comes with 3 matching flanges (1/4" thick) laser cut from 306 stainless steel. It was painted silver with Rustoelum or something similar.

im confused with the 2 flanges? like on the valve its self ?
Volvo uses a recirculating blow off valve, one side goes to the air box, the other to the intercooler pipe. In the case of our TMs, that one side vents to atmosphere.
