Filler neck question

I salvaged the filler neck off the parts car since it was for the most part rust free. Wanted to get it sandblasted and painted w/epoxy but the internal vent tube and plastic head portion dont appear to come out ? Is it just a tight press in fit or is there a mechanical bond ? Looks like the metal tube portion was swaged down to the plastic or maybe thats just there to function as the stop point.

Would be nice if spectra would start making these... Gotta think there pretty much a one size fits all deal with these cars.

I believe it's some sort of chemical bond to the plastic pieces. Not something to mess with. It looks like a heat-shrink, right?

It looks like the metal portion was crimped down to the plastic insert.

I would just scrub it clean as you can with a scotch pad, paint it, and call it a day. That's all I did with the neck on my Charger four years ago and it still looks like the day I painted it.
