I had a 2002 Lincoln Continental in the shop the other day. It has a strut tower brace that is 39" from inside strut mounting bolt to bolt. On my Shadow, it is 38". Just a 1/2" on both ends to adjust. Gotta be dirt cheap at a pick a part jy.
get one for a 1g neon on ebay and redrill the holes on the mounting plates

yep, that will work. I've used those strut tower bars twice now.

I used the first gen neon on three cars now: Shadow, Lebaron Coupe, and Daytona. Worked fine. I actually want a brace to fit the minivan. I did notice a decrease in the rattling of the front end with the brace on my other cars, and this van takes the taco for rattles.
