There is a step by step walk though diagnosis in the FSM. I had a bad servo and the test didn't reveal it. I was down to throwing parts at it and finally fixed it.

+1 the FSM is a good place to start.

Also, is the speed sensor working? You can check the diagnostic codes (www.minimopar.net) and see if you get a speed sensor code. A dead speed sensor will cause the cruise not to work at all.
