On the bottom part of the intake, can I remove the are in the port where there is extra material for the bolts that bolt it to the head? Not quite sure IF I could get away with it. Looks like I might go through.

It does get quite thin... best is to weld the outside and use a SHC (Socket Head Capscrew)

Could I get away with porting without welding? What are SHC? sound like a major PITA.
Yes it id very thin when you grind the bumps out.
SHCS so you can add (with welder) the extra material and use a hex key to torque the screw. The added material from the weld wont leave enough room for the socket on the factory hex head bolts.

depends on the casting. I've seen one ported fully and been fine. Mine was a bit different and it busted through a tad on #4. had to have that welded up a bit. Look in the parathensese (spelling?) for a description of a SHC. Basically a allenhead bolt.
VW 1.7/1.8 etc have the right size bolts from the factory, thats what I used on mine.

Be carefull if your not going to weld them up first. Better to leave Just a little of the bump than go too thin. I had an odd sound on the charger first season out that sounded just like a vac leak, but damn if I could find anything. When I got around to swapping manifolds for the custom one I run now I found a hole in one of the runners where it had blown through (to thin) about the size of this guys head (depending on your screen size).

2 piece ported properly = 400+WHP easy. When I swapped for the custom one I'm running now I instantly started blowing out spark with no other change. Dropped the gap from .028 to .022 then I was lean. Added 4-5lbs fuel preasure and gained 2-3 mph in the 1/4, same 33lbs boost I was running before. The 2 piece will have better street manners at lower boost, pretty sure there was a slight throttle response difference when I first changed. I don't even notice now! lol

A Good ported 2 piece should be fine up to 30psi right?
