Has anyone out there had any experience with interfacing the 99 pcm to the 03 ecm? I have no tach, oil presure or water temp gauge.

I don't think anyone here has, are you on the turbodieselregister.com? Thats the site you want, but membership is like $35 a year or something like that. There's somebody on there that knows, those guys know everything!
Why common rail? I would have went 12 valve with a 215 P pump. No electronics to deal with, gets the best fuel mileage, and is the cheapest for making power. Heck grinding your own torque plate down is free, and is good for about 150+ HP and 350+ ft/lbs.
