The cover won't whine, it will make a scraping noise. If your hearing a whine, try taking off each belt one by one to see what is making the noise. If its still there, chances are you have your timing belt too tight. To correctly tension, tighten it so you can just turn the front of the belt-longest section, 90 degrees-twisting it.
