Instrument ground: Black w/ Blue Tracer??

Just checking before I start to hack stuff up.

I'm adding the charge air temp sensor to my van right now, and the black/blue wire is the ground. I found a blk/blu wire on both the map and the TPS...these are both also instrument grounds, correct? Can I use either of those?
