    Ended up being the turbo. A couple vanes would not open all the way op by hand. Installed new VNT and works perfectly now.

    NP. Took it out and let the turbo eat on a on-ramp and in third WOT it settles in around 11lbs of boost. Think the actuator arm could use an adjustment, but I am leaving it there as 11lbs is better...
