I am pretty sure the diagnostics weren't added until the SMEC came out. The OTC doesn't have any diagnostic options when connected to an 87 LM but it does when connected to a SMEC or later.
I have been looking at the Holley Retrobright that came out recently, looks like a sealed beam/H4 but LED instead. The problem is they are pricy (it looks like the 4x6 are around $180 each).
