You're not supposed to tune at high speed. You're supposed to load the motor with the brake at wot to give it worse load conditions than it should ever see in normal use.

I'm trying to see if I can use this Pwm signal to control a servo. From what I have read most servos require a 50Hz signal at 4.8 volts with a 10-20% duty cycle. The voltage might not be a problem...
