Because it still works the same way. The BCM triggers the relays the same as it does the headlight module. The '90 (and the earlier ones also) used the headlight module in lieu of separate relays in...
But not in '91, because as stated the headlight module went away and the BCM took over control of the headlights. The BCM, as you say, has it's own part number separate from the headlight...
So these are separate from the BCM.... where would they be located, do you know?
