When do I need to upgrade my fuel lines?
Two main reasons
Your fuel pump is delivering more than enough pressure, but the drop across the supply line is too great. If the pump has been upgraded and the power feed to the pump has checked out but the fuel pressure at the rail falls behind the boost pressure, then the lines are likely the culprit. Maybe we should say something here about how they are likely to need a better fuel rail at this point as well.
You have upgraded the fuel pump and your fuel pressure is too high. This is because the return line does not have enough capacity to bypass all of the flow from the new pump. Installing a 3/8" supply line and using the old 5/16" supply line as a return will likely resolve this.
