remove insturment cluster

I have a 87 charger and wondering do I need to remove the steering wheel to get the instrument cluster out ? I need to replace some of the bulbs in the back of the cluster..

You shouldn't have to. I can pull my 83 cluster with the wheel in place.

I dropped the column. There are 4 bolts (nuts? I can't remember) that hold it up. It will drop down and allow you plenty of room and allow you to get your hand up to the speedo cable a bit more easily.
