is this able to plug into an older harness? or is it specific to the 90 model year only?

This speedo is not cable driven like the older ones

You'd need to splice in the connectors to your harness and add a feed from the SDS for the speedo input.

You'll also have to make some modifications to your dash to get it to fit. Nothing that's visible once it's all in place.
