frist read codes i got a 54 then we clear and i changed hep that was know to work ia running turbo mini and i got a 11 code so it seems i,m not getting action insude the cap i know the triper is going aroundgoing to try a dist uot of a running van and see what happeens

OK, does the hep have both plugs? Does the shutter wheel have the one tab with a hole? Known good hep?

If yes then you need to check for power and ground at the hep connectors (use wires off dead hep). Not sure of the wire colors but should be outside pins and same color on both connectors. Use a volt meter, one pin should be 8 volts I think another should be ground. The third wire should be signal back to the ecm, should switch on and off while cranking.

the tone ring in dist does not have a whole in it trying differant dist tues must be a tbi dist.
