The power steering in the 83 rampage doesn't work. If swapping in a different pump doesn't work, and the lines are good, then the last thing to replace is the rack. It doens't make any funny sounds, just no power boost. So swapping in a rebuilt manual rack would probably be the best way to go, get the power steering pump and backets out of the engine bay to clear up some space. I had heard that there's some sort of a different coupler needed when changing from power rack to manual or vice versa? Are we talking steering colum to rack coupler here?
And yes I've heard from some to just drive it without the power booster and it's not that hard. Yes, on other L bodies with dead engines/steering that I've driven have been okay, but I don't know if this rampage is a different ratio or something, but it seems noticeably harder, to the point where it'd be no fun in a year round daily driver.
