Could somebody explain how this table work in LM 12.5?

i remember in dcal it said to lower it to reduce rich condition under dcel. i matched a v8 table and it seemed to make no difference in the dcel fuel. id also like to know WHICH WAY IS WHICH? IS UP RICHER OR LOWER RICHER?
