Lean at part throttle, high boost

I've been helping a friend tune and it's going really well at full throttle. However at part throttle, high boost (15psi) it is going lean. The part throttle map vs. PW table shows no response to increases in pulsewidths. When I change the fuelfullthrottle table it will make both the full throttle and part throttle richer. There is always about a 15% discrepancy in AFR's between full throttle and part throttle I.E. 12.5 part and 10.9, and when I upped full throttle it went low 10's part and 9's in full throttle.

I've changed full throttle table, part throttle table, fuelwotscaleenrichbfromrpm, and fuel baselinefrommap.

If there isn't an easy solution, will there be problems changing where the WOT kicks on and tuning the WOT table?
