Got a Harbor Freight hose reel YEARS ago. When my wife and I moved into our house, my father gave it to me, citing now that I have my own garage I needed to hang it. Got to looking on Garage Journal and a couple people have theirs mounted a little different, and I saw this engineering masterpiece.
My ceiling joists are 24"OC, leaving about 22.5" of space between them. I had some extra L channel, and got to measuring. This is what I came up with:

There's 2 sets of holes in case I need to relocate the reel further away from anything. Welded all of it up, primed and painted with "hammered" textured black rattle can paint.
Lagged into the joists for stability...

And this is what I ended up with.

I plan on redoing the garage eventually, so I ran a temporary air line to it with quick disconnects. When it gets remodeled I'll have air lines in the ceiling so it doesn't look so tacky.
