Tar or Pitch on Exhaust

Anybody ever get any of this stuff on an exhaust pipe? At least I think it's tar. Boy does it stink to high heaven after a few minutes of driving. I've tried using chemicals to take it off, sanding it off, washing it off, and nothing has worked. It actually stained the exhaust pipe and it's almost like an epoxy.

What can I do to alleviate this? Wait for it to burn off? Cut out the section of pipe? Of all things to happen...
