My Grandfather made one out of some 2x2 steel tubing and a old table top. Had wooden wheels also. Never had any issues. Had different blades for steel and wood and the motor had a pulley with 5 slots for different speed. The weight of the motor would tension the belt. Pretty simple setup if you looked at it. He use to build big elaborate sitting swings with mostly hand tools.

Looks good to me. He's got it guarded well. Worst thing is a blade breaking ... usually that happens from poor joint welding than anything else. When blade pops, 99% of the time it'll just sit there. The noise scares people. Just don't put your hands in line with it ... or any blade for that matter. Common sense.
