86s/c VS awd talon 25 psi

hey when i rebuild my s/c TII convert,gasket match 2piece intake 52mm throttle body hevy ported exhaust mani and a gasket matched 782 head stage 3 ecu from fwd performance 22 psi of boost nice intercooler and +20's,now he's mods big 16g turbo,header,pretty much stock motor and intercooler.But he ran 13.67 at the track.do i have a chance?
