Question about a HT23C512 chip

I found one of these and it is a ROM chip, but does anyone know if you can erase and reprogram? If so, I have about 4 chips I can use. :) I have some junk video cards that are "socketed" and the chip is removable.

Looks like it's a ROM - Read-only. Likey cannot be erased or reprogrammed. Does it have a window?

It does not have a window. I wasn't sure if ROM meant no reprogramming or not. I know EEPROM is what I would need, just confirming. I may try to erase it and see what happens. :)
