Recently looked at a 1997 neon with the DOHC 2L with 147 000 km on it.
The car has been sitting almost a year.
We tried to fire it up and it gave a little snort like it was gonna go, then the engine kinda kicked back gently. After that it just sort of freewheels when turning it over like a 2.2 does when it spits a timing belt.

I`m guessing it jumped the timing belt, although the marks on the cam gears still line up. (guessing it jumped at the crank)

Is there any chance it jumped the timing belt without hitting the valves?

Yes, you could have jumped a single tooth and still not make valve-piston contact.
