The instructions say to hook up the top to vaccum, simple enough, but the lower either hook to the compressor or somewhere from the compressor to the throttle blade for fast response or leave open if desired so would it be fine to hook to manifold vacuum ala the Talon modified valve?

No you hook the lower port hose where they said or leave it open. Any place from the turbo compressor to in front of the TB blade. Just like the Talon BOV. This see's the pressure spike and boost in the lines and helps to blow the diaphram off the seat. If you hook it to manifold vacuum the upper and lower ports fight each other and slow the valve down.
