Failed emissions for the 3rd time (Charcoal Canister return line)

Delaware pinches off the charcoal canister return line and pressurizes the gas tank to check for leaks in the vapor return line.

Well, I've replaced all the flexible lines and checked the steel line to 25 psi and didn't find any leaks. I've been to DMV 3 times and the mini failed again.

I know Strap-On sells a kit for pressurizing the tank with smoke to check for leaks, but, I don't want to pay that much. Does anyone have an alternative?

Take it to a shop, pay that $50 + parts and be done with.
