Well it does in a way, but we use goldbrick which only requires the user to post the link to youtube and many other video websites. The goldbrick option automatically parses it and makes it an embed. Remember, only the URL is required... nothing more.

By allowing the embed feature which all versions of vbulletin allow, you have to allow HTML in posts. That is bad business for anyone because people can post malicious code.
